Unborn Children are eligble victims along with their pregnant
mothers in Sept 11 attacks
Regarding your Topic #5 on Claimant Eligibility, I request
that you consider those unborn children who were killed
along with their pregnant mothers as a result of the
September 11 terrorist attacks as "eligible victims."
