Counting Unborn Children as Victims of 911 Terrorist Attacks
Regarding your Topic #5 on Claimant Eligibility, we request that you
consider those unborn children who were killed along with their pregnant
mothers as a result of the September 11 terrorist attacks as "eligible
victims".
